El Gobierno de la canciller alemana, Angela Merkel, quiere comprar con urgencia aviones no tripulados o drones de combate para mejorar la capacidad ofensiva y defensiva del Bundeswehr, el ejército federal, en sus misiones en el extranjero.

La edición digital del semanario Der Spiegel destaca este viernes que ello se desprende de una respuesta oficial del Gobierno alemán a una interpelación parlamentaria del grupo de La Izquierda.

La experiencia de las misiones del Bundeswehr deja claro que esos aparatos armados “son imprescindiblemente necesarios como protección para repentinos y graves cambios” en situaciones de combate de los soldados alemanes.

Estos disponen hasta ahora de aviones no tripulados o drones de reconocimiento y espionaje, pero que no están dotados de armamento alguno y no sirven en situaciones de peligro inmediato.

Al contrario que esos aparatos, los aviones no tripulados armados con cohetes y misiles permiten combatir rápida y efectivamente posiciones enemigas sin poner en peligro a soldados alemanes o aliados de estos.

La respuesta oficial a la pregunta de la formación de la Izquierda destaca que la capacidad de esas armas “hace que fuerzas enemigas se vean sometidas a una permanente y no previsible amenaza y limita su capacidad de acción”.

Finalmente señala que los aviones no tripulados o drones de combate suponen una medida “disuasoria creíble” y una ganancia de seguridad para los militares germanos.

"La India temerosa por posible ataque nuclear

La Policía india emitió una circular, dirigida a la población de la región de Cachemira, que contiene consejos sobre cómo prepararse y reaccionar en caso de un eventual ataque nuclear.

La advertencia, publicada el lunes en el periódico ´Greater Kashmir´, aconseja a los ciudadanos construir sótanos y acumular víveres suficientes para dos semanas.

“Construya aseos en el sótano, almacene velas y baterías ligeras, separe sus pertenencias de los materiales inflamables, guarde un transistor y aparatos de televisión para escuchar las instrucciones de las autoridades civiles de defensa”, señala la circular.

“Láncese inmediatamente al suelo y permanezca tumbado (…). Quédese en el suelo tras el impacto de la primera onda. Espere a que el viento amaine y a que dejen de caer escombros”, agrega.

Asimismo, contiene consejos de supervivencia ante eventuales ataques con armas químicas y biológicas.

El director general de Defensa Civil, Yoginder Kaul, señaló que los consejos “no están relacionados con nada y no deberían conectarse con nada”.

Sin embargo, uno de los residentes de la región señaló a la prensa que “esto está generando un clima de temor. Educar a la gente está bien, pero no de esta manera descarada”.

Cachemira es una región en disputa territorial entre India y Paquistán, dos países que cuentan con armas atómicas. La circular llega después de que entre el 6 y 16 de enero los ejércitos de ambos países mantuvieran los peores enfrentamientos armados en una década, en los que perdieron la vida tres militares paquistaníes y dos indios.

El príncipe Harry de Gales manifestó este lunes que disparar contra los insurgentes en Afganistán era como jugar a los videojuegos.

Tras estas declaraciones un portavoz Taliban respondió que el nieto de la Reina Isabel “tiene probablemente un problema mental”.

“Hay 49 países con sus poderosos ejércitos fracasando en la lucha contra los muyahidines y ahora viene el príncipe y compara esta guerra con sus juegos de PlayStation o como se llamen”, dijo Zabiulá Mujahid.

El príncipe, hijo del príncipe Carlos, heredero del trono británico, fue criticado hoy por pacifistas tras revelar que, durante su segunda estancia en Afganistán como piloto de combate, disparó contra los talibanes y sugerir que posiblemente mató a algunos.

Las declaraciones del nieto de la reina Isabel II, publicadas tras anunciarse ayer que su misión de cuatro meses en Afganistán había concluido, fueron calificadas de “arrogantes” por asociaciones pacifistas mientras la prensa alabó su valentía en combate.

La coordinadora de la coalición “Stop The War” (Paren la guerra), Lindsey German dijo hoy que los comentarios del príncipe Enrique, de 28 años, son “estúpidos” y “arrogantes”, y se preguntó “cómo sabe si a quienes mató eran realmente talibanes”.

“En los últimos meses muchos civiles han muerto en ataques aéreos”, apuntó German, que dijo que las palabras del príncipe muestran una actitud “arrogante e insensible hacia la muerte de afganos, quienquiera que sean”.

Por su parte, la secretaria general de la Campaña para el desarme nuclear (CND), Kate Hudson, criticó que, después de más de una década de guerra, es “inaceptable” que los medios solo le den relevancia a un conflicto “sangriento” y “prolongado” cuando está involucrado un miembro de la Familia Real británica.

La mayoría de la prensa británica alabó hoy la valentía del príncipe en sus portadas y destacaron unas declaraciones que han sido interpretadas como el reconocimiento de que Enrique ha matado a insurgentes talibanes.

“Si, muchas personas lo han hecho. El escuadrón ha estado ahí fuera. Todo el mundo ha disparado. Si hay gente intentando hacer algo malo a nuestros chicos, entonces nosotros les dejamos fuera de juego” , contestó el príncipe tras ser preguntado por su papel en los combates.

El portavoz de defensa del Partido Laborista, Jim Murphy, cuestionó hoy en todo caso el lenguaje utilizado por el hijo del príncipe Carlos y Diana de Gales.

“Fue ingenuo, quizá fue más sincero de lo que al Palacio le habría gustado”, apuntó Murphy.

Enrique, tercero en la línea de sucesión al trono, fue enviado el pasado septiembre a Camp Bastion, la principal base británica en territorio afgano, situada en la provincia meridional de Helmand.

En 2008 el príncipe Harry estuvo diez semanas como subteniente en Afganistán, pero tuvo que regresar con antelación tras filtrarse en el Reino Unido la noticia de su presencia en ese país.

"World Heritage at the Heart of UNESCO’s Peace Mandate

In the popular imagination, UNESCO World heritage sites are often equated with dreams and beauty. And yet, the outstanding value of a World Heritage site is first and foremost assessed according to the principles of sustainable development, authenticity, environment, scientific conservation, identity, and the history of peoples. This role distinguishes itself markedly in the determination of sites of memory, and UNESCO must meet the immense challenge of uniting peoples on an unprecedented scale in order to pave a path towards peace. Our common heritage is poignantly revealed in some of the most tragic events of human history.

On January 27th, 2013, UNESCO is organizing International Holocaust Remembrance Day. On this very day in 1945, the Soviet forces liberated the Nazi concentration and extermination camp, Auschwitz-Birkenau, in Poland. In 1979, the World Heritage Committee inscribed the site of Auschwitz-Birkenau – German Nazi Concentration and Extermination Camp (1940 – 1945) on the World Heritage List, thus recognizing its exceptional universal value.

UNESCO’s mandate demands not only that it facilitates the transmission of history, but that it also takes cognizance of projects made solely of hatred in order to transform them into instruments of peace. Blight with the atrocities that the Nazis committed against the Jewish people and other minorities, the Auschwitz camp stands as testimony to one of the most dreadful episodes in the history of the 20th century, and as proof of the conditions under which the Nazis executed their horrific genocide.

According to the principles set out in the selection criteria (vi), among the ten that apply for inscription on the list, the World Heritage Committee of UNESCO also designated four other sites as representative of events both vital to collective memory and symbolic of the universal values associated with heritage.

The Hiroshima Peace Memorial in Japan constitutes a supreme place of remembrance of the disaster that occurred with the dropping of the first atomic bomb on August 6th, 1945. The Genbaku dome stands as the last vestige of this catastrophe, and it was the inhabitants of Hiroshima themselves who so carefully preserved this site, which was inscribed upon the list in 1996.

The island of Gorée in Senegal is considered one of the places most emblematic of the Slave trade. Inscribed upon the list in 1975, the island has preserved the houses of slaves and the door of “the journey with no return,” through which those subjected to slavery, stripped of their most fundamental human dignity, embarked upon boats bound for the Americas.

Robben Island in South Africa, has been over the centuries the place of racist and social persecutions towards minority groups, until the XXth century with the prison for political opponents under the regime of Apartheid, where Nelson Mandela was detained for nearly 20 years.

The Old Bridge Area of the old city of Mostar was critically damaged, and its old bridge destroyed, during the war in Bosnia-Herzegovina from 1992 to 1995. Reconstructed thanks to the efforts of the international community, this site serves as a symbol of the reconciliation of communities of different ethnic, religious, and cultural backgrounds, as well as of human solidarity in the search for peace.

These places remind us of the fundamental principles of UNESCO, contained in its constitution: “Since wars begin in the minds of men, it is in the minds of men that the defenses of peace must be constructed.” As witnesses of painful events in the history of humanity, these sites serve as bulwarks against negationism and force us to draw lessons from the past in order to construct a more peaceful future. They also serve to build bridges between peoples and to help them surmount the traumas of the past. More than ever, and as we face a time of rising extremism, UNESCO is working so that World Heritage traces a new map for peace."

Feinstein Introduces Bill on Assault Weapons, High-Capacity Magazines

Prohibits sale, transfer, importation and manufacture of 157 dangerous military-style assault weapons; bans high-capacity ammunition magazines

Washington—U.S. Senator Dianne Feinstein (D-Calif.) today joined a broad coalition representing Congress, law enforcement, doctors, clergy and gun violence victims to announce the introduction of the Assault Weapons Ban of 2013. The bill bans dangerous military-style assault weapons and high-capacity ammunition feeding devices capable of holding more than 10 rounds.

The following joined the Senate bill as cosponsors: Senators Charles Schumer (D-N.Y.), Dick Durbin (D-Ill.), Sheldon Whitehouse (D-R.I.), Richard Blumenthal (D-Conn.), Carl Levin (D-Mich.), John Rockefeller (D-W.Va.), Barbara Mikulski (D-Md.), Barbara Boxer (D-Calif.), Jack Reed (D-R.I.), Frank Lautenberg (D-N.J.), Robert Menendez (D-N.J.), Ben Cardin (D-Md.), Kirsten Gillibrand (D-N.Y.), Brian Schatz (D-Hawaii), Chris Murphy (D-Conn.) and Elizabeth Warren (D-Mass.).

“The bill introduced today is the product of more than a year of work, with input from across the country,” Feinstein said. “Getting this bill signed into law will be an uphill battle, and I recognize that—but it’s a battle worth waging. We must balance the desire of a few to own military-style assaults weapons with the growing threat to lives across America. If 20 dead children in Newtown wasn’t a wakeup call that these weapons of war don’t belong on our streets, I don’t know what is.”

The Assault Weapons Ban of 2013 has two principal goals:

First, the bill prohibits the sale, manufacture, transfer and importation of 157 of the most commonly-owned military-style assault weapons. It also bans an additional group of assault weapons that can accept a detachable ammunition magazine and have one or more military characteristics.
Second, the bill bans large-capacity magazines and other ammunition feeding devices that hold more than 10 rounds of ammunition. These devices allow shooters to fire numerous rounds in rapid succession without having to stop and reload.

The legislation also protects the rights of law-abiding citizens who use guns for hunting, household defense or legitimate recreational purposes. The Assault Weapons Ban includes a grandfather clause that specifically exempts all assault weapons lawfully possessed at the date of enactment from the ban. The legislation also excludes:

More than 2,200 legitimate hunting and sporting rifles by specific make and model;
Any gun manually operated by bolt, pump, lever or slide action; and
Weapons used by government officials, law enforcement and retired law enforcement.

Other key provisions in the bill:

Requires background checks on all future transfers of assault weapons covered by the legislation, including sale, trade and gift;
Requires that grandfathered assault weapons be stored safely using a secure gun storage or safety device in order to keep them away from prohibited persons; and
Prohibits the sale or transfer of high-capacity ammunition feeding devices currently in existence.

“I believe this bill is a big step toward ending the mass shootings that have devastated families across the country—from Newtown to Aurora, from Tucson to Virginia Tech, from Columbine to Oak Creek,” Feinstein said. “It’s time for Americans to stand up and tell the gun manufacturers that the lives of our children are more important than their profits and get these dangerous weapons out of our schools, our workplaces, our malls and our theaters. It’s time to take action, and we’ll get it done, not matter how long it takes.”

Ed Perlmutter (D-Colo.) and Elizabeth Esty (D-Conn.); Philadelphia Mayor Michael Nutter (also president of the U.S. Conference of Mayors); Philadelphia Police Commissioner Charles Ramsey (also president of the Major Cities Chiefs Police Association); and a wide range of groups that have endorsed the bill.
